Mogadishu, (SONNA) — The Council of Ministers of the Federal Government of Somalia on Sunday held a meeting focused on the implementation plan for the country’s constitution, describing it as a critical step for state institutions, national politics, and the unity of the Somali nation.
The Ministry of Justice and Constitutional Affairs presented the constitutional implementation framework, including its timeline and operational mechanisms. Officials said the plan is intended to ensure that all constitutional provisions are implemented within the timeframe stipulated in the constitution, covering the period between 2026 and 2029.
Chairing the meeting, Prime Minister Hamza Abdi Barre stated that the constitution officially entered into force following its signing by the president and publication in the official gazette. However, he noted that the technical implementation process, particularly administrative matters, would require time as outlined in the constitution itself.
According to the Ministry of Justice and Constitutional Affairs, the cabinet will soon review a resolution identifying priority constitutional tasks to be carried out over the next 12 months, taking into account the country’s current circumstances and institutional needs. These include the establishment of key national bodies such as the Judicial Service Council and the National Revenue Authority.
The cabinet also received briefings on the recent one-person, one-vote elections held in districts of South West State, the role played by the national media, and ongoing consultations on electoral matters led by President Hassan Sheikh Mohamud.
In addition, the Council of Ministers approved the promotion of Mohamed Rabie Yusuf to the rank of ambassador. He will serve as Somalia’s second ambassador to the United Nations.
The cabinet also endorsed several major national policies, agreements, and regulations, including:
- The National Policy for Sports Development in Somalia
- Regulations on the reactivation and integration of Somalia’s national social insurance system
- An investment promotion and protection agreement between Somalia and Saudi Arabia
- Renewal of an education cooperation agreement between Somalia and Turkey
- The law governing district councils in the Banadir Region
