Somali Parliament Convenes Extraordinary Joint Session; President Hassan Sheikh to Address Nation on Sovereignty Crisis

MOGADISHU, Somalia – The Federal Parliament of the Federal Republic of Somalia has convened a historic extraordinary joint session of both houses today, Sunday, December 28, 2025. The 11th Parliament has gathered for its first non-ordinary sitting of the 7th session to address the escalating diplomatic crisis following Israel’s attempted recognition of the Somaliland region. The high-stakes gathering underscores the gravity of the situation as the legislative and executive branches move in lockstep to defend the nation’s territorial integrity.

According to the official agenda released by the parliamentary leadership, the session is structured to demonstrate a unified national front. The proceedings will commence with the recitation of verses from the Holy Quran, followed by the formal reception of the President of the Federal Republic of Somalia, H.E. Dr. Hassan Sheikh Mohamud. The protocol reflects the urgency of the moment, bringing together the House of the People and the Upper House to forge a collective response to what Mogadishu has termed an existential threat to its statehood.

The session will feature preliminary addresses by key legislative figures. The First Deputy Speaker of the Upper House, Hon. Cali Shacbaan Ibraahim, is scheduled to speak first, setting the tone for the upper chamber. He will be followed by the Speaker of the House of the People, Hon. Sheekh Aadan Maxamed Nuur (Madoobe), who will address the assembly on behalf of the lower house. These opening remarks are expected to reaffirm the legislature’s rejection of any external interference in Somalia’s internal affairs and to rally lawmakers behind the Federal Government’s defense of national unity.

The central event of the extraordinary session will be the address by President Hassan Sheikh Mohamud. The Head of State is expected to brief the lawmakers on the diplomatic offensive his administration has launched over the past 48 hours, including urgent consultations with East African leaders and the Emir of Qatar. President Mohamud will likely outline the government’s strategic roadmap to counter the Israeli announcement legally and diplomatically, seeking the parliament’s endorsement for robust measures to safeguard the country’s sovereignty.

This joint session serves as a powerful symbol of political cohesion in Mogadishu. By convening both houses, the Federal Government is sending a clear message to the international community that the defense of Somalia’s borders is not merely an executive policy but a national mandate supported by the elected representatives of all Somali clans and regions. The outcome of today’s sitting is anticipated to include strong legislative resolutions that will guide the nation’s foreign policy in the challenging days ahead.
