MOGADISHU (SONNA) – The Finance Committees of both houses of the Federal Parliament convened a high-stakes oversight meeting on Thursday with key cabinet ministers and senior agency officials. The session focused on tightening national financial controls and ensuring strict compliance with the Single Treasury Account (STA) system.
Fulfilling their constitutional mandate to monitor national expenditures and enforce accountability, the legislators scrutinized the revenue collection mechanisms of several government institutions. The primary objective was to verify that all public income is being deposited directly into the General Treasury. The committee members sought to address concerns regarding specific funds retained by certain agencies and to identify the systemic reasons why some revenues have not yet been fully transferred to the central government coffers.
The hearing summoned a delegation of high-ranking officials, including the Ministers of Interior, Federal Affairs and Reconciliation; Public Works, Reconstruction and Housing; and Transport and Civil Aviation. Leadership from the Airport Authority and Meteorological Services were also present.
The committee members posed direct and detailed inquiries regarding:
The registration processes for revenue generated from public services.
The collection and management of specific service fees.
The procedural handling of income to ensure transparency.
According to the committee report, the summoned officials provided individual responses to the queries raised by the lawmakers.
The meeting was jointly presided over by MP Abdi Ibrahim Warsame Qowdhan, Chair of the House of the People’s Finance Committee, and Senator Ibrahim Awgab Osman, Deputy Chair of the Upper House Finance Committee.
Concluding the session, the committees emphasized the necessity of seamless cooperation between the legislative and executive branches to achieve financial integrity. The leadership affirmed that oversight measures will continue relentlessly until there is absolute certainty that every cent of government revenue is routed through the formal Single Treasury Account system.
