MOGADISHU (SONNA) — As the holy month of Ramadan progresses, the Federal Government of Somalia has intensified its ideological and financial campaign against international terrorism. During a joint ministerial security briefing in Mogadishu, the Deputy Minister of Endowment and Religious Affairs, H.E. Osman Ahmed, delivered a definitive ruling regarding charitable obligations. He categorically stated that the forced financial extraction imposed by Khawaarij militants on citizens is illicit extortion and absolutely cannot be classified as Zakat.

This declaration forms a critical component of the state’s strategic information operations designed to dismantle the terrorist network’s financial infrastructure. Deputy Minister Osman Ahmed emphasized that the extremist group operates entirely outside the boundaries of Islamic jurisprudence. By falsely framing their criminal racketeering as a religious duty during this sacred month, the financially stranded militants are attempting to exploit the faith and generosity of the Somali people. The Ministry’s official stance effectively strips the group of its religious cover and delegitimizes any financial compliance with them, warning that funding the militants constitutes a severe criminal and moral offense.

To secure the nation’s spiritual and economic integrity, the Ministry directed all citizens, business leaders, and diaspora networks to exercise strict vigilance with their charitable distributions. The government dictates that all Zakat and Sadaqah must be channeled exclusively through verified humanitarian agencies, registered mosques, or directly to vulnerable communities. This tactical redirection of funds ensures that charitable assets serve the public good while systematically starving the Kharijites of the operational capital they desperately require to survive the state’s ongoing military offensives.
