President Hassan Sheikh Mohamud Extends Historic Invitation for National Consultation

Mogadishu, Somalia – The President of the Federal Republic of Somalia, His Excellency Hassan Sheikh Mohamud, has extended a formal invitation to a wide array of former national and regional leaders, signaling a profound commitment to inclusive dialogue on the nation’s most pressing issues. This significant move follows his Eid al-Fitr message on March 30, 2025, which called for a broad national consultation to collectively address critical challenges facing Somalia.

President Mohamud’s initiative aims to genuinely engage with and listen to the grievances and perspectives of these influential figures. The discussions will center on pivotal national concerns, including the intensified fight against Al-Shabaab, the completion of the constitutional review process, and the meticulous preparations for upcoming local and national elections.

Demonstrating a firm resolve to incorporate diverse viewpoints, the President has already held fruitful discussions with leaders of registered political organizations, members of civil society, and various politicians who have previously held significant positions within the country. These preliminary meetings have provided invaluable information and insights, reflecting the varied needs and aspirations that span Somali society. The comprehensive nature of these engagements highlights the administration’s dedication to a truly representative dialogue.

As the consultation process advances, President Mohamud has formally invited a distinguished group of leaders to participate in a high-level meeting scheduled for June 15, 2025. This invitation includes former presidents, former prime ministers and their deputies, former speakers and deputy speakers of parliament, and former heads of regional states. The summit is expected to be a crucial forum, leveraging the extensive experience and counsel of these elder statespersons to enrich the national discourse.

Following this high-level gathering, President Mohamud will convene a National Consultative Council (NCC) on June 22, 2025. This vital council, comprising heads of the Federal Government and state governments, will meticulously review the recommendations that emerge from the broader consultations. The NCC is anticipated to make formal decisions based on these recommendations. Subsequently, the outcomes will be presented to the Federal Parliament for legislative action, if necessary, to amend existing laws or the constitution.

This inclusive process shows two paramount objectives: promoting comprehensive national consultation and reinforcing the dignity and independence of Somalia’s constitutional institutions. The upcoming Summit of the Heads of State is poised to serve as an important forum for broad consultation. Concurrently, the National Consultative Council and the Federal Parliament, as the nation’s sole legislative body, will collectively ensure that all decisions are firmly rooted in democratic principles and the rule of law.

President Hassan Sheikh Mohamud’s  commitment to developing a Somali system led by Somalis themselves, drawing upon a collective national wisdom and safeguarding the constitutional obligations of state institutions, remains at the core of this significant national undertaking.
