Mogadishu, (SONNA) – The Director General of the Immigration and Citizenship Agency (ICA), Mr. Mustafa Sheikh Cali Dhuxulow, has officially signed a series of procedural reforms aimed at enhancing the quality and efficiency of services provided to the Somali public. The new procedures are designed to streamline service delivery, ensure transparency and accountability, and provide high-quality, citizen-centered services.
The signing ceremony took place at ICA’s headquarters in Mogadishu and was attended by deputy directors general, advisors, department heads, and senior officials from across the agency. The event demonstrated unified leadership and strong commitment toward institutional reform.
The newly approved procedures cover all core services of the agency, including:
- Passport application and issuance processes
- Visa and residency permit services
- Border and migration management
- Human resource and administrative management
- Overall operational governance of the agency
Key Passport Reforms to Benefit Citizens
One of the most significant outcomes of these reforms is the reduction in processing times for Somali passports:
- New passport applications – Waiting time reduced from 15 days to 7 days
- Renewal or replacement of lost/expired passports – Waiting time reduced from 10 days to 4 days
Speaking at the ceremony, Director General Dhuxulow stated that these reforms lay the foundation for the transformative vision of the agency. He emphasized the importance of unified, transparent, and accountable workflows, and reaffirmed that Somali citizens deserve services that are timely, respectful, and free of unnecessary obstacles.
