MOGADISHU (SONNA) – The Ministry of Endowments and Islamic Affairs of the Federal Government of Somalia has formalized the operational framework and financial regulations for the upcoming Hajj pilgrimage season (1447 Hijri/2026 CE), simultaneously opening registration for Somali pilgrims. The stringent measures aim to ensure a dignified, secure, and fully compliant pilgrimage for all citizens, fulfilling the Ministry’s national duty in coordination with the Kingdom of Saudi Arabia.
The Ministry confirmed that a comprehensive logistical schedule has been prepared, covering all phases of the journey—from departure in Somalia to spiritual guidance, high-quality accommodation in Madinah Munawwarah and Makkah Al-Mukarramah, and guaranteed seamless transportation and essential health services.
To safeguard pilgrims and ensure transparency, the Ministry announced several specific regulations that licensed Hajj companies must adhere to:
- Price Ceiling Imposed: The Ministry has mandated that the estimated price for the full Hajj package for 1447/2026 shall not exceed $4,543.5 (four thousand five hundred forty-three dollars and fifty cents). Payments are strictly prohibited until the Ministry officially announces the final fee.
- Mandatory Service Agreements: Hajj service providers are required to enter into a detailed employment agreement with every Somali pilgrim, clearly outlining the rights, duties, and terms of service. This measure is intended to enhance accountability and protect pilgrims’ legal standing throughout the process.
- Centralized Data and Logistics: Companies must submit all pilgrim data and information to the Ministry’s designated electronic system immediately upon completion of registration. Furthermore, Hajj companies bear the full responsibility for transporting pilgrims from the four designated airports in Somalia: Mogadishu, Hargeisa, Garowe, and Bossaso.
To enforce these protections, the Ministry of Endowments and Islamic Affairs issued a strong warning, stating that all payment collection by unauthorized companies or individuals is strictly forbidden and will be subject to legal action under the relevant laws for the 1447/2026 Hajj season. Pilgrims are advised to engage only with the 71 licensed companies listed on the Ministry’s official platform.
The Ministry affirmed its dedication to providing full oversight throughout the entire Hajj process, ensuring every pilgrim is afforded a safe, dignified, and spiritually enriching experience. Looking ahead, the Federal Government also pledged to work actively to increase the quality and quantity of Hajj services it provides to pilgrims who may be traveling from the Kingdom of Saudi Arabia.
