Mogadishu (SONNA) – The Minister of Environment and Climate Change of the Federal Government of Somalia, Gen. Bashiir Mohamed Jama, addressed the High-Level COP30 Climate Finance Ministerial, underscoring the urgent need for increased, predictable, and accessible climate financing in line with Article 9 of the Paris Agreement.
The Minister highlighted the severe impacts of climate change on Somalia, including widespread displacement and growing pressure on water and food systems. He stressed that adaptation remains an urgent, daily necessity for vulnerable communities across the country.
Minister Bashiir reaffirmed Somalia’s support for a needs-based New Collective Quantified Goal (NCQG), increasing the share of adaptation financing, easing access for Least Developed Countries (LDCs), and strengthening implementation of the Baku–Belém Roadmap.
He also outlined Somalia’s progress on its National Adaptation Plan (NAP), updated Nationally Determined Contribution (NDC), climate finance reforms, and its 2035 emissions reduction target. The Minister urged the international community to honor Article 9 commitments in a timely manner to support countries most vulnerable to climate shocks.
