Somalia and United Kingdom Launch Catalytic Agenda on Social Protection for Peace and Stability

Mogadishu, SONNA – The Deputy Prime Minister of the Federal Government of Somalia, H.E. Salah Ahmed Jama, and the United Kingdom’s Minister of State for International Development and Africa, Rt. Hon. Baroness Chapman of Darlington, have jointly launched the Outcome Document of the High-Level Panel on Social Protection in Fragile and Conflict-Affected Settings.

The new document presents a Catalytic Agenda that promotes social protection as a key instrument for peace, stability, and resilience in countries affected by conflict and fragility.

In their joint statement, the Co-Chairs highlighted the global urgency of supporting vulnerable communities through strong national systems that build trust between citizens and the state.

Today we are proud to launch the Outcome Document of the High-Level Panel on Social Protection in Fragile and Conflict-Affected Settings, presenting a Catalytic Agenda for peace, stability, and resilience. Across the world, one in four people now live in places shaped by conflict and fragility. These are the places where poverty is deepest, climate shocks hit hardest, and the risk of forced migration continues to rise,” the statement read.

The statement further emphasized that social protection—delivered locally through national systems—is among the most effective investments in peacebuilding and recovery.

The Catalytic Agenda sets out a pathway to action. It calls on governments, development partners, international organisations, and civil society to act with urgency and ambition – to recognise the role that social protection systems play in peacebuilding, recovery, and sustainable development,” the Co-Chairs said.

They also expressed appreciation to all panel members and contributors who provided evidence and expertise that shaped the new global framework.

When countries invest in social protection, even in the most challenging places, they invest in the stability of our shared world – and in the peace and dignity every person deserves,” the joint statement concluded.

The launch represents a major step in Somalia’s leadership on global discussions around social protection, resilience, and inclusive recovery in fragile and conflict-affected contexts.
