MOGADISHU (SONNA) — The Ministry of Justice and Constitutional Affairs (MoJCA) successfully concluded a high-level executive summit to officially validate the draft National Anti-Corruption Strategy (NACS) for 2026-2030. Held in Mogadishu on April 15, the operational briefing convened top-tier officials across the Federal Government, Federal Member States, the judiciary, law enforcement, civil society, and key development partners.
Developing this comprehensive framework directly follows the completion of the foundational 2020-2023 strategy. To ensure absolute precision in this new deployment, MoJCA executed a strict End-Term Review and a National Corruption Risk Assessment (NCRA). This intelligence-gathering phase identified critical vulnerabilities within public finance, government contracting, public services, and oversight agencies. Backed by technical and financial leverage from the African Development Bank, the strategy guarantees alignment with international compliance standards, specifically fulfilling Somalia’s obligations under the United Nations Convention against Corruption.
During the validation summit, the executive assembly locked in the primary operational direction of the strategy. The collective leadership aggressively prioritized immediate, high-impact reforms—designated as “quick wins”—to demonstrate rapid, visible progress. These immediate operational targets include overhauling government procurement processes, securing revenue administration, and drastically upgrading internal control systems. Furthermore, participants established the absolute necessity for seamless, unified coordination between the Federal Government and Federal Member States to deploy a centralized anti-corruption front.
MoJCA officially committed to integrating the tactical feedback gathered from all stakeholders into the final framework of NACS 2026-2030. Once consolidated, this definitive executive document will be immediately pushed to the Council of Ministers for formal state approval.
