Somali Parliament Advances Key Legislation on National Payments and Anti-Piracy in Second Reading

MOGADISHU (SONNA) – The House of the People of the Federal Parliament of Somalia convened on Saturday for its eighth sitting of the seventh session, focusing on the advancement of critical national legislation.

The session was presided over by the Speaker of the House, His Excellency Sheikh Adan Mohamed Nuur (Madoobe), who was joined by the First Deputy Speaker, Ms. Sa’diya Yasin Haji Samatar, and the Second Deputy Speaker, Mr. Abdullahi Omar Abshirow.

Early in the session, a group of parliamentarians presented a formal motion to designate October 14th as the “National Remembrance Day for Victims of Terrorism in Somalia.” Speaker Madoobe acknowledged the motion and announced to the assembly that the debate on this proposal has been scheduled for Monday.

Following this, the parliamentarians proceeded to the main legislative agenda, conducting the second reading of two significant bills.

The first was the National Payment System Bill, which aims to create a modern, secure, and regulated financial framework for the country. The second was the Bill for the Review of the Anti-Piracy and Prevention of Kidnapping Law (Law No. 36), which was originally enacted on April 30, 1975.

Members of the House engaged in extensive discussions, offering their insights and perspectives on the various articles within both draft laws. They highlighted the importance of each bill in relation to the nation’s economic modernization and security apparatus.

Concluding the session, Speaker Sheikh Adan Madoobe instructed the relevant parliamentary committees to integrate the feedback and viewpoints expressed by the lawmakers during the debate. The committees will refine the bills before returning them to the assembly for a third and final reading.

Additionally, several new bills were distributed to the members for their review, including the Somali Minerals Bill, the Electronic Transactions Bill, the Bill on Rape and Other Immoral Crimes, and a proposed amendment to Part Six of the National Procurement Law of 2016.
