Cabinet Approves Mogadishu District Classifications and Key National Legislation

MOGADISHU (SONNA) – The Council of Ministers of the Federal Republic of Somalia held its weekly meeting today, chaired by the Acting Prime Minister and Deputy Prime Minister, Salah Ahmed Jama. The session resulted in the approval of significant legislation and a crucial administrative decision concerning the capital.

The Cabinet approved the proposal from the Ministry of Interior, Federal Affairs, and Reconciliation regarding the official classification (ranking) of the districts within the Benadir region. This action aligns with the election law, which dictates the administrative ranking procedure for the capital’s districts.

The districts were officially categorized into two tiers:

  • Nine districts assigned Grade (A)
  • Seven districts assigned Grade (B)

Yaqshiid Shibis
Deyniile Hamar-Jajab
Kaaraan Boondheere
Dharkeenley Hamar-Weyne
Wadajir Abdi-aziz

Electoral Update and Legislative Approvals

During the meeting, the National Independent Electoral and Boundaries Commission (NIEBC) provided an update on the preparedness for the planned one-person, one-vote elections. The Commission presented the Cabinet with the final voter registration data for the Benadir region and confirmed that local council elections will be held in the capital, Mogadishu, on November 30th.

In addition to the district classifications, the Council of Ministers formally ratified four crucial legislative items and agreements for the country:

  1. Statute of the Advanced Institute for Security and Strategic Studies.
  2. Draft Bill for the Somali Police Act.
  3. Convention on the Protection and Use of Transboundary Watercourses and International Lakes (Water Convention).
  4. Statute for the Establishment of National Fishing Companies.
