Somalia’s Immigration Agency Unveils Major Reforms and Service Milestones in Mid-2025 Review

Mogadishu, SONNA – The Immigration and Citizenship Agency (ICA) of Somalia has released its mid-2025 performance report, highlighting sweeping institutional reforms and service delivery improvements across the country.

The report showcases ICA’s transformation in key areas including border security, passport modernization, staff development, and digital service rollout. Director General Mustafa Sheikh Ali Duhulow hailed the progress as “the foundation of a future-ready institution that upholds dignity, security, and public trust.”

Key achievements in the first five months of 2025 include:

  • Passport & Identity Security: Introduction of third-generation ICAO-compliant polycarbonate passports and suspension of integrity-compromising modifications.
  • Border Management: Use of APIS and PNR systems, plus cooperation with Interpol, led to detection of forged documents and prevention of irregular migration.
  • Human Capital: Formalization of 156 volunteer staff and launch of a staff training academy.
  • Digital Innovation: Launch of the e-TAS electronic visa system, integration with Interpol databases, and a 27.4% revenue boost.
  • Regional Expansion: New ICA offices opened in Dhusamareeb and SSC-Khatumo to serve historically underserved populations.

The agency’s newly finalized Five-Year Strategic Plan (2025–2029) aims to consolidate these gains and further elevate Somalia’s migration governance standards.

“Our reforms prioritize service, prevention, and transparency,” Duhulow said. “We are laying the foundation for an immigration system that reflects the Somalia of tomorrow.”
