Somalia and Turkey Sign Strategic Oil Exploration Agreement

Istanbul, SONNA –Somalia has taken a major step toward unlocking its energy potential with the signing of a landmark oil exploration agreement with Turkey in Istanbul. The deal, formalized between the Somali Petroleum Authority (SPA) and Turkish Petroleum Corporation (TPAO), will see Turkey conduct extensive 2D and 3D seismic surveys across three onshore blocks covering 16,000 square kilometers, with drilling operations to follow based on survey results. Somali Minister of Petroleum and Minerals Dahir Shire Mohamed and Turkish Energy Minister Alparslan Bayraktar oversaw the signing of the “Turkey-Somalia Hydrocarbon Exploration and Production Agreement,” which builds on growing bilateral cooperation between the two nations.

The agreement marks a significant milestone in Somalia’s efforts to develop its natural resources, with potential to boost economic growth through job creation, infrastructure development and future revenue streams. “This partnership represents a new chapter in our energy sector development and strengthens our strategic relationship with Turkey,” Minister Mohamed stated. The exploration initiative follows previous offshore efforts and positions Somalia as an emerging player in regional energy markets. Turkish officials emphasized their commitment to supporting Somalia’s energy ambitions, with Minister Bayraktar noting Turkey’s technical expertise will help assess and develop the country’s hydrocarbon potential.

The Somali government views the agreement as part of broader efforts to attract international investment in its energy sector while creating economic opportunities for its citizens. With seismic surveys set to begin soon, the deal could pave the way for additional exploration partnerships as Somalia works to establish itself in global energy markets. The collaboration further deepens Turkey’s strategic engagement in Somalia, building on existing cooperation in defense, infrastructure and development projects. Officials from both countries expressed optimism that the partnership will yield mutual benefits while contributing to Somalia’s long-term economic growth and energy security.
