Las Anod, SONNA — The SSC Grand Conference has officially declared the formation of the North Eastern State of Somalia as a new Federal Member State. Delegates also unanimously adopted the region’s Constitution in a key step toward federal integration.
The SSC Grand Constitutional Conference, held in Lasanod and attended by 417 delegates from across the region, concluded with two historic decisions: the official declaration of the North Eastern State of Somalia as a new Federal Member State, and the unanimous ratification of its regional Constitution.
This moment marks a pivotal step in the federalization process of Somalia, with the newly declared member state aiming to operate within the framework of the Provisional Federal Constitution of the country.
Delegates to the conference included traditional elders, intellectuals, political leaders, civil society representatives, youth and women’s groups, all of whom engaged in an inclusive and consultative process over the course of several weeks. Their consensus reflects broad-based public support for the decisions reached.
The adopted Constitution outlines the governance structure of the North Eastern State, including provisions for executive authority, legislative procedures, and judicial oversight. It affirms the region’s commitment to national unity, federalism, the rule of law, and equitable representation.
Leaders of the conference emphasized that the formation of the North Eastern State of Somalia is rooted in the aspirations of the local population for self-governance, stability, and inclusion within the Federal Republic of Somalia. The decision was also hailed as a peaceful and legitimate exercise of the right to federal participation, in accordance with national and international principles.
With the Constitution now in place, the region is expected to move forward with the establishment of its interim institutions and seek formal engagement with the Federal Government of Somalia as part of a broader state-building and reconciliation process.
The declaration comes amid ongoing efforts across Somalia to strengthen the federal system, enhance local governance, and promote peace, development, and national cohesion.
