Baku, (SONNA) – A high-level Somali delegation led by Mohamed Amin Sheikh Osman, Deputy Chief of Staff in the Office of the President of Somalia, concluded a two-day official visit to Azerbaijan aimed at studying the internationally acclaimed ASAN service model as part of Somalia’s public sector reform efforts.
The visit, held from July 7 to 8, follows a Memorandum of Understanding signed during President Hassan Sheikh Mohamud’s visit to Baku in February 2025. The MoU outlines cooperation between the Office of the President of Somalia and Azerbaijan’s State Agency for Public Service and Social Innovations to strengthen citizen service delivery and promote digital governance.
During the visit, the Somali delegation toured multiple ASAN service centers and held in-depth discussions with Azerbaijani officials, including Deputy Chairman of the State Agency, Mr. Jeyhun Salmanov. The delegation was briefed on the operational structure, digital integration, and one-stop service approach that has made ASAN a successful public service model replicated in over 25 countries.
Somalia expressed strong interest in establishing a single-window service center inspired by the ASAN model, aimed at improving government transparency, accessibility, and efficiency. The Somali side also visited the INNOLAND Innovation Center, the 108 Call Center, and ASAN Radio/TV to gain a broader understanding of how innovation supports public engagement.
This study visit reflects Somalia’s commitment to public sector transformation, citizen-centered service, and institutional development, with Azerbaijan emerging as a key partner in advancing these reforms.
