MOGADISHU (SONNA) – Prime Minister Hamza Abdi Barre announced a targeted reshuffle of his Council of Ministers on Saturday, appointing new leadership to two key government portfolios. The changes affect the Ministry of Commerce and Industry and the Ministry of Public Works, Reconstruction, and Housing.
In a decree read to the press by Government Spokesperson Abdinasir Ahmed Bashir, the Prime Minister announced the following appointments:
Mr. Jamaal Mohamed Hassan has been appointed as the new Minister of Commerce and Industry.
Mr. Ayuub Ismail Yusuf has been appointed as the new Minister of Public Works, Reconstruction, and Housing.
The decree cites Articles 97, 98, and 100 of the Provisional Constitution of the Federal Republic of Somalia as the legal basis for the reshuffle. The Prime Minister reached these decisions following consultations with President Hassan Sheikh Mohamud, emphasizing the need to accelerate the government’s development agenda in the economic and infrastructure sectors.
The Prime Minister has directed the newly appointed ministers to assume their responsibilities and take charge of their respective ministries immediately. The decree is effective as of today, December 13, 2025.
The reshuffle is seen as a move to inject new energy into the administration’s efforts to boost trade and rebuild the nation’s infrastructure.
