PM Hamza: Implementing the Civil Service Policy Is One of the Most Vital Reforms of the Government

Mogadishu, (SONNA) – The Prime Minister of the Federal Government of Somalia, H.E. Hamza Abdi Barre, has officially launched the implementation of the National Civil Service Pay and Grading Policy, declaring it a transformative step in strengthening the capacity and integrity of the country’s public workforce.

Speaking at the official launch event, Prime Minister Barre emphasized that the new policy replaces the outdated salary structure and introduces a fair, performance-based system aimed at enhancing service delivery, promoting justice, and empowering Somalia’s civil servants.

“Today is a landmark moment for our nation and its civil servants. This policy is one of the most significant reforms approved by our government. It is a victory for good governance. We want all cabinet members and government employees to be equally committed to serving our country with integrity,” said Prime Minister Hamza Barre.

The policy is a key component of the DanQaran government’s broader National Reform Agenda, which seeks to modernize public institutions and ensure accountability, transparency, and efficiency in government operations.

Built on a 1,000-point performance grading system, the policy evaluates civil servants across four pillars:

  1. Education and Experience
  2. Responsibility
  3. Effort (both mental and physical)
  4. Working Conditions

Under the new structure, there are eight grading levels (A–G), designed to eliminate bias and ensure fair, merit-based compensation that reflects each employee’s contribution and performance.

Prime Minister Barre reaffirmed that protecting the rights of public servants is a top priority for the government and described the policy as a cornerstone of efforts to build a professional, capable, and modern public administration.
