MOGADISHU (SONNA) – The House of the People of the Federal Parliament of Somalia convened its 20th meeting of the 7th session on Wednesday, marking a step forward in national security legislation. Chaired by Speaker Sheikh Adan Mohamed Nur (Madobe), alongside Second Deputy Speaker Abdullahi Omar Abshirow, the session focused on the first reading of the Somali Police Force Bill.
The draft legislation, submitted by the Ministry of Internal Security, was formally presented to the MPs. The Minister of Internal Security, Abdullahi Sheikh Ismail (Fartaag), provided a comprehensive overview of the bill’s clauses. He outlined the proposed legal framework intended to modernize the structure, mandate, and operations of the national police force to better serve the country’s evolving security needs.
In accordance with the House’s rules of procedure regarding first readings, the floor was not yet open for a full debate on the specific articles. However, Members of Parliament utilized the opportunity to pose questions to the Minister regarding the general principles and the broader strategic intent of the legislation. This initial scrutiny ensures clarity on the bill’s objectives before it moves to the detailed amendment stage.
Concluding the session, Speaker Sheikh Adan Madobe directed the Parliamentary Committee on Internal Affairs and Security to take custody of the bill. The Committee is tasked with reviewing the document and preparing it for the second reading, at which point the House will engage in a detailed clause-by-clause debate.
