Federal Cabinet Advances Strategic Maritime and Aviation Legislation, Urges Immediate Ceasefire in Localized Civil Clashes

MOGADISHU (SONNA) — The Council of Ministers of the Federal Republic of Somalia convened for its weekly executive session in Mogadishu today, chaired directly by Prime Minister H.E. Hamza Abdi Barre. The cabinet aggressively advanced the state’s legislative and institutional agenda by approving eight critical legal frameworks, national policies, and international treaties. This legislative mobilization is specifically designed to optimize federal governance, secure the republic’s maritime and aviation domains, and fortify foreign diplomatic relations.

​The approved legislative docket heavily focuses on structural state-building and international legal compliance. First, the executive body officially passed the Somali Airports Authority Bill, modernizing national aviation oversight. The cabinet also approved the Anti-Smuggling and Human Trafficking Bill, advancing the state’s capacity to neutralize illicit cross-border networks. In the critical maritime domain, the council ratified the International Convention for the Suppression of Unlawful Acts against the Safety of Maritime Navigation (SUA 2005) alongside the 1992 Protocol amending the International Convention on Civil Liability for Oil Pollution Damage.

​Furthermore, the council advanced the National Policy for the Protection of Civilians during Military Operations, formalizing the state’s commitment to humanitarian standards during high-intensity combat. The cabinet also passed the Foreign Affairs Employment Regulation, a Resolution on Implementing an Open Competition System for public procurement, and a highly strategic Memorandum of Understanding with the Kingdom of Spain regarding bilateral political consultations.

​Transitioning from legislative policy to active national defense, the cabinet directed its focus toward the ongoing security offensive. The Ministries of Defense and Internal Security delivered comprehensive tactical briefings regarding continuous combat operations targeting Khawaarij militant networks. Prime Minister Hamza explicitly commended the Somali National Army for their recent territorial victories and the highly professional, secure execution of operations that successfully reopened the strategic commercial corridor linking Mogadishu to the interim capital of South West State, Baidoa. The executive leadership expressed profound gratitude to the civilian population of South West State for their strong operational cooperation with the deploying security forces.

​Concluding the executive session, the Federal Government issued a stern, urgent directive regarding recent localized civil hostilities. The administration demands an immediate, unconditional ceasefire between warring factions, urging a complete transition toward diplomatic dialogue and structural consensus. The cabinet explicitly called upon the Somaliland administration to assume direct responsibility, exercise political leadership in neutralizing these civil clashes, and actively stabilize the affected regions. To guarantee a sustainable resolution, the federal leadership concurrently mobilized traditional elders, religious scholars, and regional intellectuals to aggressively intervene, de-escalate the hostilities, and engineer a permanent end to the recurring violence.
