MOGADISHU, Somalia – Brigadier General Elio Manes officially assumed command of the European Union Training Mission in Somalia (EUTM-S) on Friday, marking a leadership transition aimed at reinforcing the capabilities of the Somali Security Forces. The handover ceremony, held at the EUTM headquarters in Mogadishu, saw Brigadier General Manes take over responsibilities from the outgoing commander, Brigadier General Sofia Westermark.
The transfer of authority was conducted in strict adherence to operational protocols to ensure the seamless continuity of the mission’s critical work. This transition reaffirms the European Union’s enduring dedication to supporting Somalia’s security architecture through high-level training, mentoring, and capacity building.
In his inaugural address, Brigadier General Manes outlined a strategic vision focused on consolidating current training programs while expanding tailored support to Somali counterparts. He emphasized that his primary objective is to enable Somali forces to plan and conduct stable, independent security operations effectively.
“I am honoured to take command of EUTM-S at this important moment,” Brigadier General Manes stated. “Our focus will be to deepen cooperation with Somali partners so they can increasingly lead their own security efforts.”
Under its 9th Mandate, EUTM Somalia remains tasked with building up Somali Security Forces that are accountable to the Federal Government. The mission provides strategic-level advice to security institutions within the Mogadishu area, alongside specific mentoring in the training domain. The mandate also includes provisions to potentially expand activities to regional headquarters, pending approval and favorable security conditions, ensuring that the mission evolves in alignment with Somali needs and priorities.
