Somalia Reaffirms Commitment to Security Transition at AU Troop Contributing Countries Meeting in Kampala

Kampala, Uganda (SONNA) – Somalia’s State Minister for Foreign Affairs and International Cooperation, H.E. Ali Mohamed Omar, addressed the Troop Contributing Countries (TCCs) Ministerial Meeting in Kampala today, emphasizing the critical importance of sustained international support during Somalia’s security transition to the African Union Transition Mission in Somalia (AUSSOM).

In his opening remarks, Minister Omar expressed Somalia’s deep gratitude to Uganda for hosting the summit and to all TCCs for their 18 years of sacrifice through the African Union mission. “Your commitment and the bravery of your troops have written a chapter of African solidarity that history will never forget,” he stated, honoring the fallen heroes who made Somalia’s progress possible.

The Minister underscored that AUSSOM represents a crucial evolution in Somalia’s security partnership, one that aligns with the country’s Security Development Plan while maintaining Somali ownership. “Somalia today has functioning institutions and resolves political matters through dialogue, but security remains our greatest challenge,” he noted. While acknowledging the growing strength of the Somali National Army, Minister Omar stressed that Somalia still requires international support to fully defeat Al-Shabaab.

Highlighting recent intensified attacks in Middle and Lower Shabelle, the Minister called on TCCs to enhance Quick Reaction Forces and coordinate multi-sector offensives to counter the persistent terrorist threat. He also emphasized the need for sustainable financing, urging full implementation of UNSC Resolution 2719 and the Hybrid Model, alongside innovative funding approaches through the AU Peace Fund and private sector engagement.

Concluding his address, Minister Omar reaffirmed Somalia’s commitment to achieving self-reliance in security but reiterated that “no nation overcomes terrorism alone.” He called for collective action to finish the mission, stating, “The Somali people believe in African solidarity. Together, we will deliver lasting peace—for Somalia and the entire Horn of Africa.”

The meeting reinforced the shared commitment to Somalia’s stability as AUSSOM takes on its new role in the country’s security transition.
