Somali Government Warns Agencies Against Collaborating with Extremists

Mogadishu (SONNA) – January 30, 2025: The Federal Government of Somalia has issued a stern warning to all local and international agencies operating within its borders, cautioning them against any form of collaboration or engagement with extremist groups.

In a statement released by the Ministry of Interior, Federal Affairs, and Reconciliation (MoIFAR), the government emphasized its commitment to combating terrorism and safeguarding national security. The ministry highlighted the enforcement of Anti-Terrorism Law No. 007, enacted on March 20, 2023, as a legal framework supporting these measures.

Key Points from the Ministry’s Statement:

  1. Prohibition of Support to Terrorist Groups: Agencies are explicitly warned not to work with, facilitate services for, obey orders from, or offer funds to terrorist organizations such as Al-Shabaab and Daesh.
  2. Revocation of Licenses: Any organization found violating these directives will face severe consequences, including the immediate revocation of their operating licenses.
  3. Legal Action: Entities discovered to be members or representatives of terrorist groups will be subjected to direct action by security and justice agencies, in accordance with national laws.

The ministry emphasized its role in implementing the Anti-Terrorism Law and combating financial crimes associated with terrorism. It called upon all non-governmental organizations (NGOs) to adhere strictly to the regulations to ensure the safety and stability of Somalia.

“The Ministry of Interior, Federal Affairs, and Reconciliation, participating in the enforcement of the Anti-Terrorism Law No. 007 and fulfilling its duty to fight financial fraud, warns all local and international agencies in Somalia against engaging with terrorist groups. Any organization or individual found facilitating, funding, or complying with extremist entities will face actions in accordance with national regulations.”

  • Operational Compliance: NGOs must ensure their operations are free from any involvement with designated terrorist groups to avoid legal repercussions.
  • Increased Scrutiny: The government’s directive indicates heightened monitoring of agency activities to prevent indirect support to extremists.
  • Collaboration with Authorities: Organizations are encouraged to cooperate with government efforts in promoting peace and security.

Somalia continues to confront challenges posed by extremist groups that threaten its sovereignty and the safety of its populace. The government’s reinforced stance reflects ongoing efforts to dismantle terrorist networks and prevent the infiltration of legitimate institutions.

Agencies operating in Somalia are urged to review their protocols and ensure strict compliance with government regulations. Staying informed about legal obligations and maintaining transparent practices will be essential in supporting the nation’s fight against terrorism.
