President Mohamud Pushes for Institutional Governance and Digital Transformation at National Exhibition

Mogadishu, Somalia – In a keynote address at the “Dan-Qaran Government’s Performance Exhibition (2022-2025),” President Hassan Sheikh Mohamud outlined a vision for a modern, institutional, and digitally-enabled Somalia. The President’s speech emphasized that the government’s decisions are not based on the authority of a single individual, but on extensive consultation with the Somali people. This commitment to a consultative approach was a central theme of his address, reinforcing the government’s move toward a more inclusive form of governance.

The President also stressed the importance of resolving national issues through established institutions rather than through individual power. This message underscored the administration’s focus on strengthening state structures and ensuring stability through a reliable, institutional framework.

In a significant announcement, President Mohamud called for the creation of national identification cards for all Somali citizens, marking a major step toward establishing a robust system of national identity. He connected this initiative to a broader push for digitalization, revealing that the government will transition to digital platforms for a range of public services, including driver’s licenses and other official documents.

The President also addressed the sensitive issue of citizenship, stating clearly that Somali citizenship is based solely on nationality, not on a person’s language or appearance. This clarification served as a powerful reminder of the nation’s diverse heritage and a call for a unified national identity. Additionally, he mentioned new immigration policies, noting that foreigners holding Somali passports will be required to obtain a visa to enter the country, a measure aimed at strengthening national security and control over borders.

President Mohamud’s speech provided a clear roadmap for the government’s direction, highlighting its commitment to institutional reform, technological advancement, and a unified national identity.
