MOGADISHU (SONNA) – The Minister of Family and Human Rights Development, Ambassador Khadija Mohamed Al-Makhzoumi, has formally welcomed the decisive action taken by President Hassan Sheikh Mohamud to finalize the establishment of the Independent National Human Rights Commission.
In a statement issued on Tuesday, Minister Al-Makhzoumi expressed her profound gratitude to the President for signing the decree that officially completes the formation of the commission’s membership. This executive action serves as the final procedural step following the prior approval of the commissioners by the Council of Ministers and both houses of the Federal Parliament.
Minister Al-Makhzoumi noted the symbolic importance of the timing, as the President’s signature coincided with the global observance of International Human Rights Day.
“I express my profound gratitude to President Hassan Sheikh Mohamud for officially signing the completion of the Independent National Human Rights Commission today,” Minister Al-Makhzoumi stated. “The President’s decision to finalize this process on International Human Rights Day adds a layer of historic significance to our nation’s journey toward justice and accountability.”
The establishment of the commission represents the culmination of years of rigorous advocacy and legislative work led by the Ministry of Family and Human Rights Development. The Minister highlighted that the President’s signature brings a successful close to a lengthy chapter of institution-building that Somalia has been pursuing for several years.
“This step by the President officially concludes a long journey in which we have invested immense effort and dedication,” Al-Makhzoumi added. “It brings to fruition the vision of a Somalia equipped with independent mechanisms to safeguard the dignity of its citizens.”
The creation of the Independent National Human Rights Commission fulfills a key requirement of the Provisional Constitution, which mandates the President to finalize the appointment of independent constitutional bodies. Furthermore, the commission’s formation aligns with the core resolutions adopted at the National Human Rights Conference, marking a major victory for the Ministry’s strategic roadmap.
By operationalizing this body, the Federal Government of Somalia has established a critical mechanism for monitoring human rights standards, investigating violations, and ensuring that the nation adheres to international conventions.
