Mogadishu, (SONNA) — The Ministry of Interior, Federal Affairs and Reconciliation of the Federal Government of Somalia has welcomed the signing of a landmark Memorandum of Understanding (MoU) between Somali National University (SNU) and the University of Rwanda (UR), describing the agreement as a major milestone in advancing Somalia’s peace-building, reconciliation, and institutional transformation agenda through African-led cooperation and regional partnership.
The agreement, signed in Kigali, Rwanda, establishes a long-term strategic academic partnership focused on peace education, reconciliation studies, institutional capacity development, curriculum harmonization, research collaboration, and regional academic cooperation. The ministry noted that the partnership was fostered under its strategic leadership and coordination role in advancing Somalia’s national reconciliation, social cohesion, and statebuilding priorities.
The Ministry emphasized that the Somalia-Rwanda Joint Action Plan (2026-2028) aligns with Somalia’s National Transformation Plan (NTP 2025-2029), Somalia’s National Reconciliation Framework (NRF), Somalia’s Centennial Vision 2060 (CV2060), the African Union Agenda 2063, the AU Post-Conflict Reconstruction and Development (PCRD) Framework, and the East African Community (EAC) Vision 2050 and regional higher education cooperation frameworks.
The Ministry further underscored that the initiative reflects the importance of Pan-African solidarity, South-South cooperation, and home-grown African solutions in addressing shared continental challenges related to peacebuilding, governance, education, social cohesion, and sustainable institutional transformation and development across Africa.
The ministry also commended the support and collaboration of the Ministry of Education, Culture and Higher Education (MoECHE), the National Commission for Higher Education (NCHE), Rwanda Cooperation, Somali National University, and the University of Rwanda in advancing the partnership framework.
The Ministry of Interior, Federal Affairs and Reconciliation (MOIFAR) of the Federal Government of Somalia reaffirmed its commitment to advancing nationally owned reconciliation, peacebuilding, social cohesion, and institutional strengthening initiatives through strategic partnerships and regional cooperation frameworks that support sustainable peace and long-term stability in Somalia and the wider region.
