Eliminating poverty, improving are the a common task faced by developing countries, and it are also the telling evidence of safeguarding and promoting human rights development. China is a largest developing country in the world, and Africa is the continent with the most developing countries in the world. China and Africa face common tasks in poverty eradication and human rights development.

Under the leadership of the Communist Party of China(CPC), based on the prevailing national conditions and the proceeding from actual conditions, In the long-term practice, China has explored and formed a series of policies, systems and mechanisms for poverty eradication, the most fundamental is the political superiority of the leadership of the CPC and the institutional superiority of the socialism with Chinese characteristics, ensuring that China has successfully embarked on a path of poverty eradication with socialism with Chinese characteristics, we will combine universal principles of human rights with China’s reality and achieve the fundamental goal of people being masters of their own country. The CPC Central Committee with Comrade Xi Jinping as its core maintains a people-centered, ensuring that Chinese people of all ethnic groups can enjoy the benefits of development and lead a more secure, fulfilling and happier life, has given top priority to development-oriented poverty reduction in its philosophy of governance, deeming it vital in its efforts to complete the process of building a moderately prosperous society in all respects by the centenary of the CPC. Guided by Xi Jinping’s poverty alleviation and development strategy, China is carrying out three major battles, among which is to win the battle against poverty, vigorously implementing the basic strategy of precision poverty alleviation and accurate poverty eradication, and eradicate resolutely poverty in 2020. This will surely make greater contributions to the cause of poverty alleviation in the world, and will also create a miracle of human rights development in the world.

China is a country with a land of more than 9.6 million square kilometers, a population of nearly 1.4 billion and 56 ethnic groups. Over the years, The CPC has remained committed to a development concept that puts people’s rights to subsistence and to development first, and persevered in its efforts to eliminate poverty, improve people’s well-being, and gradually realize common prosperity. Over the past 40 years of reform and opening up, China has made remarkable achievements in poverty reduction and poverty alleviation, met the basic living needs of its nearly 1.4 billion people, lifted over 700 million people out of poverty, become the country with the largest number of people lifted out of poverty in the world, and taken the lead in realizing the UN Millennium Development Goals among developing countries, made great contributions to the implementation of the United Nations 2030 Agenda for Sustainable Development. It reflects the China’s historic responsibility as a responsible major country. According to the UN Millennium Development Goals Report 2015, China contributes more then 70% to global poverty reduction. China’s poverty reduction is the most telling evidence of China’s progress in human rights.

China has always helped African countries get rid of poverty and become rich while striving to promote their own poverty alleviation. At present, China’s total investment in Africa is more than 110 billion US dollars, according to incomplete statistics, China has helped Africa build more than 10000 kilometers of roads, more than 6000 kilometers of railways, more than 20 airports and terminals, more than 30 bridges and ports, more than 80 power projects, more than 150 stadiums, conference centers and parliament buildings. China has established at least 25 economic and trade cooperation zones in Africa and created 41000 jobs, about a third of Africa’s new electricity is now generated by Chinese investment projects. China has also helped Africa develop human resources, trained hundreds of thousands of professionals and technicians in various fields, and built more than 300 livelihood facilities in Africa. Over the past 50 years, China has sent 21000 medical team members to 48 African countries, at present, there are 46 medical teams in 45 African countries. China has assisted in the construction of more than 100 hospitals, anti malaria centers and other medical and health facilities in Africa, and trained more than 80000 local medical and health workers. The 2018 Beijing Summit of the Forum on China and Africa Cooperation, President Xi Jinping announced the eight major initiative in collaboration with Africa and China will do more to help Africa alleviate poverty, pursue development, increase employment and income, and better the lives of its people. China will continue to honor international obligations, strengthen exchanges and cooperation with African developing countries and international organizations in the fields of poverty alleviation and human rights, and champion a new chapter in poverty reduction and human rights development.

Somalia is a country with great development potential. The beautiful country has a vast land and rich resources, more than 3300 kilometers of coastal line. It can make full use of its rich land, agriculture, animal husbandry, minerals, oil and gas, ocean and other resources to achieve the national goal of poverty alleviation and make people live a happy life. For a long time, the Somali people have worked hard to find a national economic development path and formulate a national development plan. China is willing to share experiences in poverty alleviation and development with Somalia and provide assistance and support within its capabilities. It is hoped that Somalia will achieve lasting peace and revitalize development.

China is fighting COVID-19, and actively promoting poverty alleviation and poverty reduction, has combined poverty alleviation and development with human rights development, and made fruitful results, so as to safeguard and promote human rights development by great achievements in poverty reduction.

President Xi Jinping pointed out “There is no best, only better practice in promoting human rights, and it has no past tense but progressive tense for the question of human rights.” China remains an active advocate of worldwide poverty alleviation, as well as a faithful practitioner and vigorous promoter of international human right cause, maintains that the right to subsistence and development is a fundamental human right, and promotes “cooperation to the enjoyment of all human rights”, “development and poverty reduction to the enjoyment of all human rights”, etc., and actively participated the of agendas of “Scientific and Technological Development and Human rights”, “Climate Change and Human Rights”, “Sustainable Development and Human Rights”, and “Industrial and Commercial Development and Human Rights”.etc.. China has carried out a large number of livelihood projects and humanitarian assistance programs in the partner of the Belt and Road Initiative, helping these countries to realize the UM MDGs and the 2030 Agenda for Sustainable Development.

China supports the establishment of a multi-polar world, economic globalization and cultural diversity, respects the development path and human rights protection model of other countries that are determined by their own free will, standing for dialogue, exchanges and cooperation on human rights on the basis of quality and mutual respect for common progress, in order to vigorously advance poverty alleviation and the development of human rights throughout the world and contribute to the building of a community with a shared future for mankind.
