Somalia Reaffirms Commitment to Nationally Led Anticipatory Action at Eastern Africa Dialogue

MOMBASA (SONNA) – The Commissioner of the Somali Disaster Management Agency (SoDMA), H.E. Mohamud Mo’allim Abdullahi, represented Somalia at the high-level ministerial session of the Second Eastern Africa Dialogue Platform on Anticipatory Action (EADP2), held on October 30, 2026, in Mombasa, Kenya.
The session brought together ministers, commissioners and senior officials from across the region, including representatives from South Sudan, Uganda, Kenya, Djibouti and Sudan, as well as the Intergovernmental Authority on Development (IGAD).
Discussions focused on integrating Anticipatory Action into national policies and institutions, implementing national roadmaps, strengthening early warning systems and regional cooperation, and securing predictable financing to enable action before disasters develop into humanitarian crises.
Somalia reaffirmed its commitment to completing the remaining steps towards institutionalising Anticipatory Action as a nationally led and locally implemented approach, implementing its National Anticipatory Action Roadmap with clear responsibilities and accountability, and increasing domestic financing alongside pre-arranged funding and support from development partners.
Through SoDMA’s leadership, Somalia continues to advance efforts aimed at protecting lives, livelihoods and development gains through timely action before hazards escalate into disasters.
