Somalia Parliament Nullifies Prime Minister’s Civil Service Directive

Mogadishu(SONNA)-House of the People of the Federal Parliament of Somalia has on Wednesday voted to nullify a recent decision by Prime Minister Hamza Abdi Barre concerning departmental directors and civil service employees, effectively overturning the directive on the recruitment and appointment of civil servants.

The decision was taken during the 18th session of the House of the People’s eighth parliamentary term, chaired by Second Deputy Speaker,Hon. Abdullahi Omar Abshir.

A total of 136 MPs voted in favor of nullifying the decision, while two opposed it and two abstained.

The Prime Minister’s directive, issued on September 17, called for departmental director positions to be filled through open competition based on qualifications, experience, competence and merit, with the Civil Service Commission tasked with overseeing the process.

The parliamentary vote came as lawmakers challenged the implementation of the government’s proposed civil service recruitment process.

The House also approved the third reading of the Environmental Management Bill with 140 votes in favor, alongside the third reading of the International Judicial Cooperation Bill.
