PM Hamza: We Need a Comprehensive Education System that Responds to Knowledge and Skills Demands

Mogadishu, (SONNA) — The Prime Minister of the Federal Government of Somalia, H.E. Hamza Abdi Barre, on Sunday evening officially opened the 3rd National Education Conference, which this year focuses on reforming and improving the country’s education system, developing curricula, enhancing teachers’ skills, and expanding access to education nationwide.

In his keynote address at the opening ceremony, Prime Minister Hamza underscored the critical role of education in Somalia’s development, describing it as the backbone of economic growth, social progress, and national security. He noted that the DanQaran Government has accorded special priority to investment in education, teacher capacity-building, and the national curriculum, with the aim of establishing a high-quality, efficient, and modern education system that meets contemporary needs.

“The DanQaran Government has implemented continuous training programs for teachers across the country and introduced systems to assess teacher quality, in order to produce educators equipped with knowledge, competence, and professional ethics,” said Prime Minister Hamza. “We have also strengthened the unification of the national curriculum from primary education to higher learning, ensuring that Somali students receive balanced, high-quality education aligned with international standards. These steps clearly demonstrate the government’s strong commitment to building an education system that contributes to national development and reconstruction.”

The Prime Minister further stated that Somalia has made tangible progress in rebuilding its education system through the implementation of key laws, policies, and frameworks, including the Education Act, the National Education Policy, and the Education Sector Development Strategy. He emphasized that these instruments provide a solid foundation for addressing educational needs, improving quality, and strengthening education governance and administration.

The conference is fully aligned with the country’s long-term strategic frameworks, including the Education Sector Strategic Plan (ESSP 2022–2026), the National Transformation Plan (NTP 2025–2029), and Vision 2060, all of which recognize education as a central pillar for human capital development, peacebuilding, good governance, and sustainable economic growth.

Held under the theme “Clear Vision and Quality Development,” the conference aims to assess progress made under last year’s action plan, conduct a mid-term review of Somalia’s Partnership Compact, a key component of education financing supported by the Global Partnership for Education (GPE), and evaluate accountability mechanisms between the government and education stakeholders.

At the conclusion of the event, Prime Minister Hamza expressed his appreciation to the distinguished guests who attended the conference, including the Minister of Higher Education and Scientific Research of the Republic of Djibouti, H.E. Nabil Mohamed Ahmed, and the delegation accompanying him, for their continued support and partnership in advancing education in Somalia.
