Mogadishu (SONNA) – Members of the national parliament debated on the anti piracy and kidnapping law in the constitution that was signed into law in 1975. The care taker minister of justice Hassan Hussein Hajji presented the draft bill and took the parliament through the first reading.
.Article LR36 of the constitution was debated and approved in April 1975 when the country was not facing the same challenges as back then, so amendments are necessary to curb the crime and protect the country and the people from the negative anti piracy efforts.
He said this bill is very important to the country and its amendment is necessary because there are international vessels who violet our international waters and conduct illegal activities. He said it will also tackle the problem of piracy which gave our country a bad image.
The parliament also completed the second reading of the revised budget 2020 presented by hon. Dr Elemi Mohamud Nuur who is a member of the finance committee of the parliament.
The members debated the draft and directed questions to officials from the ministry of finance who were present including the care taker minister of finance and his deputy accompanied the budget department of his ministry.
The minister of finance Dr. Abdirahman Duale Bayle answered the questions asked about the draft changes and defended the revisions on the budget, he said he understands the need to exercise caution but urged the honorable members to speed up the process as vital institutions like the defense department need the changes to improve on their welfare.
The speaker of the parliament, his honor Mohamed Mursal Abdirahman closed today’s session attended by 144 members.
