El-Alamein Joint Declaration Issued by Egypt, Eritrea, Somalia and Sudan at Quad Summit

El-Alamein, (SONNA) — The leaders of Egypt, Eritrea, Somalia and Sudan held a quad consultative summit on 4 October 2026 in El-Alamein, at the invitation of H.E. President Abdel Fattah El-Sisi of the Arab Republic of Egypt, with the participation of H.E. President Isaias Afwerki of Eritrea, H.E. President Hassan Sheikh Mohamud of the Federal Republic of Somalia, and Lt. Gen. Abdel Fattah Al-Burhan, President of the Transitional Sovereign Council of Sudan.
The leaders held intensive fraternal consultations on current regional and international issues, and on ways to enhance political, commercial and economic cooperation among the four countries, as well as to strengthen consultation and coordination between them.
The summit addressed the need to adhere to the fundamental principles and pillars of international law as the basis for regional stability and cooperation, particularly respect for the sovereignty, independence and territorial integrity of the countries of the region, upholding the values of good neighborliness, rejecting interference in the internal affairs of the region's countries under any pretext, and working to support national institutions and promote political and peaceful solutions to conflicts.
The summit discussed coordinating joint efforts to achieve regional stability, create a favorable climate for shared and sustainable development, and elevate economic, commercial and cultural relations, in a way that helps achieve economic integration and sustainable development and strengthens the bonds between the peoples of all participating countries, given their unity of objectives and shared destiny.
The summit addressed and the participating leaders agreed on the following issues:
A. Supporting the unity, sovereignty, territorial integrity and national institutions of the Republic of Sudan, rejecting the creation of any parallel entities, encouraging the resumption of the political process with Sudanese ownership and leadership, and supporting national institutions, in addition to the complete rejection of any support for mercenaries.
B. Supporting the unity and sovereignty of the Federal Republic of Somalia, and rejecting any interference or measures targeting its territorial integrity and national sovereignty, as well as rejecting any recognition or support for the so-called Somaliland, as that constitutes an infringement on the sovereignty of the Federal Republic of Somalia and its territorial integrity.
C. Supporting the efforts of the Federal Republic of Somalia in combating terrorism, enabling state institutions to extend their control over the entire national territory, and calling on regional and international partners to provide adequate, sustainable and predictable funding for the African Union Support and Stabilization Mission in Somalia (AUSSOM), in a way that supports the security transition process in Somalia and enables the mission to implement its mandate in support of the orderly transfer of security responsibilities to the Somali forces.
D. Emphasizing the principle of freedom of navigation and that the governance of the Red Sea is the exclusive responsibility of the littoral states.
E. Emphasizing the importance of respecting international law on transboundary rivers, including the Nile River, particularly the principle of no harm, the necessity of cooperation through prior notification, consultation and consensus, and the complete rejection of any unilateral measures that harm the existing water uses of the two downstream Nile states.
F. Continuing to further strengthen consultation and coordination between the four countries and the rest of the brotherly African countries.
The leaders agreed to establish a mechanism to follow up on the outcomes of this consultative summit, which will be held periodically and whenever necessary to enhance consultation and coordination among them.
The Presidents of Eritrea, Sudan and Somalia expressed their sincere thanks and appreciation to H.E. President Abdel Fattah El-Sisi for hosting this consultative summit.
