Mogadishu, (SONNA)<\/span><\/span>\u00a0– <\/span><\/span>The <\/span><\/span>Somali Disaster Management Office (SODMA) reaffirmed the Somali government\u2019s commitment to investigate the findings of a<\/span><\/span> recent i<\/span><\/span>nternal United Nations\u2019 report on incidences of <\/span><\/span>possible <\/span><\/span>aid diversion. <\/span><\/span>The UN and the Federal Government of Somalia have established a joint<\/span><\/span> taskforce <\/span><\/span>that will<\/span><\/span> develop a collective strategy to mitigate aid diversion, <\/span><\/span>and ultimately <\/span><\/span>deepen the impact and efficacy of humanitarian assistance.<\/span><\/span><\/p>\n

\u201cAid diversion undermines the effectiveness and efficiency of humanitarian operations, while eroding public trust in our joint endeavors.<\/span><\/span> The <\/span><\/span>preliminary findings <\/span><\/span>of the UN report <\/span><\/span>highlight <\/span><\/span>weaknesses within the current system of humanitarian <\/span><\/span>distribution;<\/span><\/span>therefore<\/span><\/span>, <\/span><\/span>we should strive for a<\/span><\/span> new approach<\/span><\/span> that ensures transparency, reduces multiple layers of sub-contracting, and builds local and government ownership in the process<\/span><\/span>\u201d<\/span><\/span>, s<\/span><\/span>tates<\/span><\/span> SODMA <\/span><\/span>Commissioner<\/span><\/span> Mahamuud<\/span><\/span> Moallim<\/span><\/span>.<\/span><\/span><\/p>\n

A devastating <\/span><\/span>famine <\/span><\/span>was averted due to the collective efforts of the Somali government, international partners, and Somali communities at home and abroad. The scale up of humanitarian funding in 2022 played a critical role in saving the lives of thousands of the most vulnerable<\/span><\/span> in the country.<\/span><\/span><\/p>\n

It is<\/span><\/span> important to note that the humanitarian <\/span><\/span>aid \u2018enterprise\u2019 has for the past three decades <\/span><\/span>operate<\/span><\/span>d<\/span><\/span>outside of the government <\/span><\/span>channels <\/span><\/span>as <\/span><\/span>international agencies take the lead in the design <\/span><\/span>and the implementation modalities. <\/span><\/span>The<\/span><\/span> current aid delivery model is a \u2018legacy\u2019 model continued from the era of the absence of a state, and <\/span><\/span>is<\/span><\/span> not fit for purpose in an era where the Somali state <\/span><\/span>is playing an increasingly more visible <\/span><\/span>role in the delivery of public goods to <\/span><\/span>its citizens.<\/span><\/span><\/p>\n

The UN provided<\/span><\/span> the FGS with<\/span><\/span> a summary<\/span><\/span> of the key findings and recommendations in July 2023, but to date <\/span><\/span>the government <\/span><\/span>ha<\/span><\/span>s<\/span><\/span> not received specific data on the locations, amounts, and agencies involved in the alleged aid diversion.<\/span><\/span> The FGS is committed to <\/span><\/span>working through the legal system to investigate and prosecute those involved in aid diversion.<\/span><\/span><\/p>\n

It is imperative that we openly acknowledge and learn from past challenges, working together to prevent future incidents and safeguard the well-being of those relying on our assistance.<\/span><\/span><\/p>\n","protected":false},"excerpt":{"rendered":"
